Nineteen of Medvedev's 21 victories have been earned on hardcourt
A resurgent Medvedev claimed his initial championship for nearly 30 months with victory over opponent Moutet in the tournament title decider.
Medvedev, a former top-ranked player, has endured a torrid period, achieving just one match at the Grand Slams and undergoing a difficult moment at the American major.
Medvedev's varied form on the tennis tour - and issues with his serving in especial - led to him exiting of the elite rankings and eventually separating with former mentor Gilles Cervara.
Presently training with Thomas Johansson and Rohan Goetzke, the tennis star has consistently progressed in the recent weeks - culminating in a hard-fought competitive victory over opponent Moutet.
This represents Medvedev's first championship after the Italian tournament and initial on a hardcourt from spring of that year.
Victory also indicates Medvedev has won 21 victories at 21 distinct competitions.
"For the first time I am participating in a event with my two daughters together, so to get a title is especially meaningful," said world number 14 Medvedev.
"This victory is in honour of my child her name, because the first title I got when my older daughter her name was delivered was for her."
The athlete, the past champion, had failed in his last six title deciders, featuring in the German tournament earlier this year.
The player's counter-punching play style and regular outbursts on the playing surface had prompted commentators to wonder if his capacity to compete at the highest level was finished.
However the athlete has altered his approach in the past month, striving to come to the net and play positively, reinforced by an enhanced serve.
The champion fought back from a break down in the opening set against the difficult Moutet, winning four of the concluding five points to take the lead.
Both players exchanged breaks in the second set before the Frenchman, bidding for his first professional championship, took control to create a decider.
He saved four early opportunities in a tight final set before Medvedev secured a break to fifteen to close out the victory.
Fittingly, Medvedev secured victory with a point at the net area, with his opponent incapable to control a shot after over two and a half hours.
